I feel like Nomad in Black Ops 4 is a completely different person than in Black Ops 3 and no the mesh mines aren't like H.I.VE because the nano swarm would basically eat anyone who stepped into them and you could even fire them at enemies. Yeah there are annoying things about Nomad in Black Ops 3 but he feels so different now.
